ICRpt 1 The IC has recommended that WADA withdraw its accreditation of the Moscow laboratory as soon as possible and that its Director be permanently removed from his position. The Moscow laboratory is unable to act independently.

Icrpt1p13 The IC finds that Dir. Rodchenkov's statements regarding the destruction of the samples are not credible. They purport to explain the destruction of a large number of potentially important samples on the basis of an alleged inconsistent understanding of the clear instructions received and acknowledged by Rodchenkov.

Critique

Rodchenkov's mental state prior to attending a psychiatric hospital, the types of treatment he may have received and any medical evidence of e.g. side effects of any treatment have not been oublished, just opinions by family members.

 

Rick Sterling http://theduran.com/heres-russian-athletes-unfairly-banned-olympics While it is possible that Rodchenkov was indeed telling the truth when answering McLaren's questions, it is also possible that he was lying or misleading to redirect responsibility away from himself.  Rodchenkov has a strong interest in portraying himself as 'just following orders'.  The report says there is extensive documentation that corroborate Rodchenkov's claims, but these 'documents' have never been shown to the public, so believing or not believing Rodchenkov is a matter of faith. The report concludes that Rodchenkov is credible and truthful with little demonstrated proof.  In contrast, the November 2015 Independent Commission report concluded that Dr. Rodchenkov was not credible. The fact that Rodchenkov knew techniques of manipulating test results is not evidence of 'state controlled doping program' especially since he was the main culprit. The information spread in previous reports on Russian doping that Rodchenkov was involved in extorting money from athletes, this information suggests opportunism on his part rather than integrity. The former director of Moscow Laboratory has admitted his involvement in urine sample swapping, design of a steroid cocktail not easily traced, and more. He was instrumental in helping some athletes cheat the system. He is also the person with most motivation to implicate others, even if unjustly.  His testimony obviously needs careful scrutiny and cross-checking.

But this appears to be McLaren's opinion, rather than a conclusion based on testing of claims and evidence. Obviously there was insufficient time to look into each and every allegation of doping properly in the 57 days in which Professor McLaren's investigation was conducted.  However that merely points to the fact that conducting a proper investigation within a timeframe of just 57 days was impossible.  Professor McLaren should have admitted as much and asked for more time to conduct his investigation properly, leaving it to WADA and the IOC to put in place proper arrangements to prevent possible cheating by Russian athletes at the Olympic Games in Rio in the meantime. However that is not what he did.   Instead he delivered an incomplete and defective report and demanded a blanket ban on the strength of it. That man is accused by WADA itself of destroying 1,417 doping tests and faces deportation to Russia for doping-linked crimes, but he saw an opportunity become a 'valuable witness' and 'prisoner of conscience' who is being persecuted by the 'totalitarian regime' in Russia.

 

Marknesop: McLaren deemed him to be credible anyway although his preliminary report assessed the exact opposite. Why? Because up as far as the preliminary report, Rodchenkov was denying everything. Even if McLaren could demonstrate that the tamper-proof bottle can be opened without leaving any traces, of which I am not convinced at all, he has still not tied any such process to Russioa by any evidence other than the testimony of Rodchenkov. Samples which include someone else's urine could very well have been deliberately provided to the IC by Rodchenkov; he had means, motive and opportunity. Rodchenkov was arrested only a month before the World Championships, for drug distribution, and his sister went to jail on the same charge, although the charges against him were dropped. And WADA still thought it was OK for him to continue in his post, and to oversee the drug testing at Sochi? Something doesn't add up here.
